Anyone know if the Illinois Basic Skills Test is equivalent to the Indiana CASA?? (If you took and passed one, do you still have to take the other?)

Each state's teacher-licensure website spells out which tests from other states are accepted in lieu of its own. With that said, many states extend provisional licensure to holders of full licenses from other states: the applicant can teach for a year or sometimes more on the provisional license while fulfilling the new state's basic-skills and/or subject-matter requirements.

If the question is whether an older basic-skills test is accepted, the teacher-licensure websites are typically pretty thorough about spelling them all out, though you may need to rummage a bit.
